The Shanghai Pact, is a worldwide political, economic, and military defence organisation, the creation of which was announced on 15 June 2031 in Shanghai, China by the leaders of China, Eurasia, Pakistan and Iran to replace its predecessor the Shanghai Cooperation Organisation (SCO). The SCO Charter, which formally established the organisation, was signed in March 2025 and entered into force on 19 January 2027.
Unlike its predecessor, the Shanghai Pact acts as a mutual defensive alliance between all member states.
The Shanghai Pact is lead unofficially by the ‘Big Three’, originally Russia, China and India, now Eurasia, China, and Iran, all of which have the power to veto a proposal, although this rarely occurs.
It consists of 32 member states, with a further 36 observers, although some have significantly disputed sovereignty within the UN.
Meetings occur annually, while a permanent council exists in Shanghai to discuss more ’common’ issues. The host for the meeting rotates alphabetically between member states.
